When using Notepad from within Windows XP, the background color
is white and text color is black.
How can this be changed so that the background is black
and the text is white?

Can't be done to Notepad alone. There is a setting which changes all the Window backgrounds to black. See if any of the alternatives help [listed in MVP JAE's site]
