How to block USB devices

I am looking to block usb harddrives and other devices installed to a
computer. I do not want to allow people to us jump drives or external disk
in my office. How can I prevent this using Windows 2000 and WindowsXP

On an XP workstation, 'Plug n Play' needs to install a couple of USBSTOR
files in order to load the driver for the device. Just restrict access to
these files - Windows spots the USB pen drive or external USB drive when
it's plugged in but can't load the drivers to use it. Note, if you want to
do this in an AD domain, just push the settings out via a GPO.
