how to automatically send a message everyday

Have Outlook 2002. User wishes to send an email to entire
staff every day at 12:00pm. It is the same message every
day. How can this user automate this so as not to have to
create and send this everyday?

Millie, the instructions don't work. After I hit Tools,
Forms, Design a Form, I don't have the next option (forms).
I have no place to type in the script that the
instructions state.
