how to automatically change the format when replying messages

When I replying to a received plain text message, the outlook choose to use
plain text to reply that message.
How do I change in Outlook 2003 to automatically use the HTML format even
when I replying to a plain text email??

You can't AFAIK - but do you not think that someone who sends in Plain Text
does it for a reason? Might that reason be that they don't WANT HTML
emails?
