How to Add "Windows Security" to Start menu

I am unable to add the "Windows Security" item in the normal non-classic
Start Menu in Windows Embedded XP SP 1

I have tried the noNTSecurity Registry entry for clients but that does
not seem to change anything.

Any help would be appreciated.

Never mind I know that when I use Remote Desktop, the "Windows Security"
entry in the "Start menu" shows up automagically.
