How to add Internet Connection Sharing & Firewall

We currently have several target configurations that do not include the
Internet Connection Sharing and Firewall component. This component
also depends on the Network Location Awareness Service component and
the Internet Protocol Network Address Translation component, none of
which are included in the XPe config.

Is it possible to add the Firewall functionality to the image by adding
needed stuff like the registry data and file dependencies to the image
after the OS has been built?

Ensuring the file dependencies are met and adding the registry data is
simple enough but what about the resource dependencies of the
components (Resources like Service data)?

I'm trying to do a similair thing - I need to add ICF (firewall)
component to XPe SP1 images out in the field. Then I will need to use
ICF tool to enable Firewall.
Would anyone know how to create ".exe" or some other package to add
firewall components to the images already built and running?
Any help would be greatly appreciated.
