how to add a comment to a tracked change in footnotes

I am editing a document that has footnotes and I am using track changes to
record the changes. The issue I have is that I am unable to add a comment
box to a change that I have made in a footnote. The insert comment button on
the toolbar is even grayed out so I cannot choose it. How do I add a comment
box to a tracked change in footnotes?

I suspect that the best you can do is type your comment as part of the
footnote. You can add highlighting to it.

Alternatively, add a "real" comment to the text where the footnote was
inserted.
