how to access ...?

last week I clicked a support link and it gave me a command to enter in RUN.
now I dont recall what it was and I cleared ie history. what i was able to
do was access ALL of the rights for programs (run at startup, dont run, and
so on)
It was a full feature of (manage) when rightclicking my computer. the
difference is that it had EVERYTHING from user rights to whatever. the
window looked just like (local security policy from admin tools) but it was
fullfedged.
I recall accessing it to disable windows messenger from running. either on
startup or at all
I was also able to disable many other features. like telnet and anything
else that the OS can do.

I was wondering if Anyone has any idea what Im talking about, if you know of
something similar let me know please.

Was it msconfig ?

no, It has the same look as "computer management" I had to click a folder
on the left and in the right i was able to configure every setting possible
for programs on my computer. I am currently searching the net for what it
was. like i said the reason i accessed it in the first place was because
Windows messenger would startup and run in the background regardless of the
settings I set in it or OE6 offerred. now I went and added some software
(rogers selfhealing crap) and the stuff is back. on all the account on my
pc.
if you need more i cant thing of much else.
any commands you can offer would help.
and I did have a look at msconfig but the options where
limited and i get promps if anything is altered. plus the desriptions where
not there.

thanks Randy H. that is what I was searching for. I think I need a memory
upgrade or somethin. (do they do transplants?)lol
of all things i forgot that. gpedit i wont forget this time.
