I HAVE AN UNUSED PC SINCE HURRICANE KATRINA. I FORGOT MY USERNAME AND
PASSWORD FOR THAT PC.
WHAT CAN I DO TO ACCESS WINDOWS IF I DONT REMEMBER MY USERNAME AND PASSWORD?

In newsgroup posts, all uppercase is screaming.

Maybe you didn't forget your login credentials. Perhaps it is because
your keyboard is broke and issuing only uppercase characters as
exhibited by your post here. Hit the CapsLock button to see if you can
regain access to lowercase characters. If not, try a different
keyboard.

A Google search on +"Windows +crack +password" will show up some helpful
articles or utilities. However, this isn't a pro-crack group so I won't
provide any details myself.

If you still have the installation media for Windows and your
applications, and due to the extended non-use of your computer (for 4+
years), you might consider flattening and rebuilding your host; i.e., do
a fresh install of Windows, drivers, and your applications.

Aside from the suggestions by VanguardLH, if you have the installation
media you may be able to perform a Repair Install if it's offered as an
option.

On another note you could try resetting the password another way which can
have a bad outcome if you use any type of encryption. If any encryption is
used your OS will more than likely need to be reinstalled fresh if you
perform the procedure at the link supplied below, otherwise it's straight
forward and easy to do.
Follow the instructions carefully, better yet copy/print them to reference
as you run through the steps. If you're unsure about anything pertaining to
encryption or the procedure involved at the link, DO NOT attempt the
procedure, if you do, you do it on your own will and any consequences that
may come from attempting to perform the procedure are your responsibility
and yours alone.

You haven't said which version of Win XP you are using. The
following suggestion will probably work for Home Edition - and
may work for other versions.

Boot the computer into Safe Mode. Hopefully, that will pause at
the User Login screen, which offers a list of "Users", including
"Administrator".

By default, the Administrator User Account does not require any
password. Log into the Administrator account.

Open Control Panel and click on User Accounts. The resulting
menu will generate a full list of Users and hopefully, you will
recognise the name of your personal User Account.

Reset the password for your personal User Account and reboot the
computer.
