How keep the Outlook toolbar icon from floating up above messages

I have Windows XP. When I open Outlook, the toolbar icon floats up above and
between other open messages instead of staying anchored at the bottom. As a
result, I often shut off Outlook inadvertently.

you mean the taskbar icon doesn't stay in the bottom position on the task
group?

That actually happens a lot, usually because the taskbar redraws. I don't
know of any way to keep outlook on the bottom when this happens, except by
closing all the open messages etc. It doesn't cause me to accidently close
outlook- I have enough other ways to do that. :)

If you mean something else, please explain it better.
