How fast can you get from AMD Sempron 2.8Ghz CPU?

I installed AMD 2.8G sempron CPU. My windows XP reported the cpu speed
1.99Ghz.
How do I get 2.8Ghz? do I need to install the fastest MB and DDR2
memory?
I've installed Kingston PC400 DDR.

It's not a 2.8G processor. It's a 2800 series. The cpu speed that is
reported is correct. Unlike the Intel cpu's, the newer AMD number
designations don't correspond to the clock speed.

In case you didn't fully get JT's post - a 2800 series AMD is supposed to perform equivalent to an Intel 2.08 GhZ chip, while
running at the slower speed. ...but you still don't have a 2.8 GhZ machine. The fastest chip AMD makes is a 2.8 in the FX-62 dual
core, and I believe one other in a single core.
