How does one get a preview pane in outbox view in Outlook 2007?

You don't. The closest you can come is turning on autopreview.

you could do a search folder that only searches that folder, but note that
preview can equal mark as read and prevents messages from sending.

Why would you need a preview pane in the Outbox, since you know what the
messages say, since you wrote them.
