how does an administratorlimit user

i have a computer and i have 2 accounts one for me and one from my little
brother. mine is a administrator account and my brother's is a limited
account. i was wondering when i log on my where can i go to limit him from
downloading games and stuff on my computer thanks.

Open Control Panel. Under Administrative Tools, restrict other
users under local security policy.

As he has Limited Rights, he is not able to download nor install anything.
That is by design, so if he is installing anything then, he's either doing
it from your account, or he has admin rights.
