How do you publish a frames based site

I have my main page done and all the linked pages, but can't figure out how to publish them because ther are "pages" and not a "site"

In order to publish with FP, then files must be in a web / site. Create a folder in Windows
Explorer, such as C:\myweb, then copy all files (pages, images, etc.) into this folder, then open
this folder from within FP using File Menu | Open web / site and then browse to this folder, allow
FP to add it files, etc. so that it is converted to a web / site.
