How do you make a header look "undimmed" in an emailed document?

I've used headers and footers to create a letterhead. When you e-mail a
document created in Word 2007, the header/footer still looks dim when the
recipient opens the document. Is there a way to convert the header and
footer to full brighteness before e-mailing?

If you must send it as a Word document, no.

If the recipient doesn't need to edit the document, save it as a PDF file (you
need the free download from the Microsoft web site to do this) and send that.
