How do you insert another email as an attachment into a new email

Just had Outlook 2003 installed replacing 2002. Two features I need that I
can't seem to find.... is
1. How to insert another email into a new email. Used to be able to click
insert "item," and the email list would appear, but not showing up in 2003.
2. Can't manually click on signature anywhere to override the selection to
send only with new emails. If replying, I occasionally want to insert my
signature, but can't find where to do that. Was able to do that on 2002.

Next to the paperclip is a drop-down arrow where you can select Item.

As for adjusting your email signature, right click on the signature to get a
listing of the signatures that you have created, or choose email signature
to create some new ones.
