How do you delete the country/region code from the phone (+1xxx-x.

Outlook puts a +1 country/region code in front of the individual contacts
phone. When I dial the phone the operating comes on and says that I do not
need to put a One in front of the phone number. How do I eliminate the
country/region code globally?

That's not your problem.
Your problem is an incorrectly configured dialing rule.
