Ok, I understand how it works; I do not understand why it works that way.
From a user's standpoint and as an administrator I believe that mailbox
users should be able to choose how items are to be archived. Upon looking
through other posts it seems that I'm not alone with this problem. If
anyone knows how to suggest to Microsoft that this needs to be changed, I
would appreciate it.

No, archiving works on the modified date. Importing always will change
the sent date to the current date. If you still have your messages in
OE, delete them from Outlook, EXPORT from OE to Outlook and your sent
dates should remian intact.
