How do I use a PC & printer to fill out pre existing forms?

Is there a software product which will allow the use of a PC and a printer to
fill out pre existing forms? In other words, take the place of a typewriter
in filling out forms.

If the form wasn't created in such a way to allow you to do that, you can
recreate it or scan it in and tweak it so that you can do so. Either way,
it's not a quick thing to do and very time-consuming.
