How do I unencrypt files from a past user?

I am the administrator on my laptop. Some of the files were encrypted
by someone who used to use the computer, but no longer does. I am now
the only user on the computer. I am the admin, but still can not
unencrypt the files, or I do not know how to unencrypt the files.
What do I do?

You can decrypt the data if you were Designated Recovery Agent by the
original user.
If that profile no longer exists, it is to late.
If you have access to the profile who encrypted the data, you can
access the data.

Did you delete the old user?
If not, your best bet is to login using their username (you can reset the
password in case you don't know what it is) and do it.
