How do I turn on recently used filed list that is greyed out?

When I go to Tools, Options, General tab, the recently used file list is
greyed out and I cannot select it? How do i get it to turn to black so I can
select it. Thanks.

The usual cause of this is TweakUI (having suppressed the MRU list on the
Start menu).
