How do I stop excel from rounding my numbers up?

I am calculating expenses and each time I enter an amount e.g 12.43 excel
rounds it up to 13.

Check to see if you have the "Precision as displayed" calculation mode set.
In Excel 2003, click on Tools > Options > Calculation.

If you do, and the cell is formatted as Number with zero decimal places,
Excel will round the constant.

Even if you later format the cell with 2 decimal places, the constant will
still be 13.00 (or 12.00?).

Ostensibly, the fix is to deselect "Precision as displayed" (PAD). However,
this will not fix constants that have already been entered. You will have
to re-enter any constants that are not what you intended.

However, formulas might no longer work as intended if they relied on PAD to
do the intended rounding.

In any case, be sure to create a copy of your Excel file before playing with
PAD. It's affect on constants is irreversible.

That said, 12.43 should never round up automatically. Are you sure that's
the number you entered? Are you sure it is 13 and not 12?

If you cannot remedy the problem with help from comments in this thread,
feel free to send me the Excel file (must be Excel 2003 or earlier). In
