how do i set default reports in access 2003

I have designed a report I like and I would now like to use it as the default
for 15 queries.

As far as i am aware I save the base report, called '_base_nation_report'. i
set this as the default report in Tools\options\Forms\Reports and it should
be my default report template?

So, in theory, when i use the wizard to create a report, it should be based
on my new template?

Oooooops, it is not based on new template, when I select create report via
wizard I select 'justified layout' but it stil outputs as the 'original
template', what is my point of stupidity?
