How do I send vcards with restricted viewing-No Notes!

I want to send contacts information via e-mail to another person, but I don't
want them to be able to read the Notes section.

You can save the vCard as a .vcf file, then edit it in Notepad to remove any information you don't want to send. Test by double-clicking it to see what Outlook will show.
