how do i select multiple objects in Front Page

I am trying to arrange photos on page as a group and can't select "multiple
objects button" as greyed out. I am in design mode?

Cannot be done.
The arrange as group button will only work with VML graphics produced
from the drawing toolbar.
If you need to group photo's together, join them in an image editing
application such as Photoshop, Paint Shop Pro, etc.
