How do I restrict the adding/modification of styles in Word 2003?

I create templates for employees to use when writing proposals and I want to
prevent them from creating new styles or modifying the ones I have created in
my template when they use these templates to create proposal documents (e.g.,
Statement of Work). How can I do this? I was under the impression that Word
2003 allowed this.

Display the Protect Document task pane (Tools > Protect Document). Check the
box at the top for "Limit formatting to a selection of styles".

Click the Settings link below the checkbox. In the dialog, leave check marks
only on the "approved" styles.

Click the button "Yes, Start enforcing protection". If you want a password
to prevent users from turning off protection, assign it in the next dialog.
(Obviously, make sure you won't forget the password... or keep an
unprotected copy of the template for yourself.)

Save the template.
