How do I restore language bar and have access to dictate and commn

I am trying use the speech recognition function in Word and othe programs. I
got to the video, and finally managed to open the language bar. However, the
bar does not show dictate and command functions, the only icons are
microphone and speech tools. The rest of the options are greyed out.
Also, I am unable to restore the language bar, for some reason it is lock to
the taskbar. I have clicked numerous times the "restore" function on the top
right hand side of the language bar, but it does not respond. Thank you.

The language bar isn't a "normal" toolbar enable/disabled from the View
-> Toolbars menu or by right-clicking near over the other toolbars.
Instead you need to step through Tools -> Speech. I can't recall, but
if you've set it up before, then you won't need to walk through the
speech recognition training. Otherwise, you will need to train the
system to recoginize your voice.
