How do I remove/Replace the index.dat file?

I have Norton SystemWorks 2003, running on XP Pro. One of
the modules, CleanSweep, has been useful for deleting my
IE history. Lately, it will only clean down to something
like 256kb. No matter how much I clean, it won't go to
zero. The settings indicate there are 3 history items in
there, but all other indications are there aren't any. I
have uninstalled/reinstalled SystemWorks but have the same
phenomenon. Symantec says I should go to Microsoft Help
to find out how delete Index.dat. I can't find anything
on this. Can anyone help, PLEASE/

I know that there is an easier way to delete this file
