I have two message that are in my Outbox that I cannot remove. One of them is
23mb. if i try to remove the attachment in the message I am advised that
Outlook.pst has reached it's maximum size. "To reduce the amount of data in
this file, select some items you no longer need then permanently (shift+ "
What does this mean ? How can I delete these messages ?

Open the email in your Outbox, that will stop it from sending. Close it and
you should be able to delete it then.

Posted here fairly frequently - a search would have given you the answer.

Click File and check Work Offline. Close and then restart Outlook.
Delete the message.
Click File and uncheck Work Offline.

If that doesn't work, try this:
