How do I re-install when I always get a 1402 permissions error?

Windows/Microsoft update KB956464 failed 20+ times

How do I do a clean re-install of Outlook 2002 when every time I attempt to
uninstall I get a 1402 Registry Permission error. I am the administrator and
only user.

What is the problem with Outlook . Have you tried Outlook\Help\Detect and Repair

The reason to remove and re-install is that Microsoft Office Update fails to
install. For two weeks I get a failed install alert. The only Office program
is Outlook.

I tried the repair, but I get the 1402 notice that I do not have enough
permoission to work on my own system. I go to regedit and try to change the
permissions. NO GO! It's a pile of steaming cow plop that I can't fix this.

OK, the ball is back in your court. What do you recommend that I do now.
