How do I open a downloaded web template in Frontpage 2003

I've downloaded web templates from DreamTemplate.com. When I import or just
try to open any of them in FrontPage 2003, I get the index.html page but
without any buttons/pictures/design elements, etc... All I get is a page
with words and "frames" but nothing else. Is there a way to open the web
templates I've downloaded in such a way that they look exactly like what I
downloaded, so that I can redesign knowing what everything looks like. Thanks

Contact the template supplier
FP templates need to be installed in the FP Custom templates folder (not imported)
The .tem folders need to be installed in the folder
%AppData%\Microsoft\FrontPage\Webs

Thanks Stefan,
Again, I'm not real technical here, are you saying that the template
supplier needs to provide me with templates that are .tem? And is there a
tutorial somewhere that explains how to install .tem items into the custom
templates folder. Thanks

Does the supplier have to provide the theme installer, is there no other way
to install the downloaded templates into FP? Would I assume that if the
supplier does not provide the installer and there's no other way/work around
to install the templates into the custom template folder, then I need to
change suppliers? Thanks for your help.

The template / theme needs to be designed for FrontPage 2003 and the installer would insure that the
file is installed in the location FP expect to find templates / themes as well as having the
required files that FP expect to find when it attempts to open the template / theme.
