How do I move contacts from one folder to another folder?

When I am creating a mail message and I select the "To..." button, the
default Contacts folder does not have any contacts. To see any contacts, I
have to select another folder from the "Show Names from the..." dropdown.
Once I select "Doug's Contacts" from the dropdown, then I see my contact list.

How do move the contacts from "Doug's Contacts" to Outlook's default
Contacts folder?

What version of Outlook do you have? Also, are you on a network or stand
alone?

You can easily copy the contents of one Contacts folder to another.
You have more problems than that, however. You might want to figure out how
you managed to corrupt the connection between your Outlook Address Book and
your Contacts Folders.
Use the Folder View of Outlook to examine your entire Folder hierarchy to
see how many Contact Folders you have in this profile. Go to Tools > E-mail
accounts > View or change existing directories or address books > Outlook
Address Book > Change. to examine how you have your Outlook Address Book's
display currently configured.
Always post your Outlook version to keep us from having to guess. None of
this will apply to the older unsupported versions of Outlook.

"Contacts."

I would like to setup my Outlook so that when I select "To..." Outlook
displays "Doug's Contacts" as the default.

If you removed the reference to the empty folder and you only have one
Contacts folder, then you've done all you need to. Just restart Outlook to
see the effect.

"Contacts" is still the default, but I don't any longer have "Doug's
Contacts" available. So, from the "To..." I cannot select any contacts.

Start at the beginning. You're the only one who know how this all got fouled
up. Examine your Folder hierarchy so that you know exactly where your
Contacts reside and how many Contacts Folders you have. Configure your
folder hierarchy correctly: the majority of your Contacts would normally
reside in your default Contacts Folder, but you can create as many
subfolders of it as you want. The names of the folders that you have told us
mean nothing to us. They are unique to your installation.

Once you have that done, it will be easy to get the Outlook Address Book to
display whatever Contact Folders you want and in any order. But you need to
do that part first.

Russ, I have one contacts folder and it has all of my contacts. However,
when I select "To..." no folders with contacts are displayed and the Contacts
folder is not in the drop down.

I simply want to get my folder, named Contacts, in the drop-down as the
default Contacts folder. I guess it's not so simple.

If removing the invalid references to Contacts Folders and adding in the
valid ones did not work, then the best thing to do is to remove the Outlook
Address Book Service entirely from your profile, restart Outlook, then add
it back. That will reset all connections and not jeopardize any data.
I bet you imported or overwrote some Outlook data files in the past. That
usually corrupts the Outlook Address Book Service beyond repair.
