How do I make outlook my e-mail from IE 7.0 webpages?

I have a new computer with Vista and IE 7.0. I have Outlook 2003 and I want
to make outlook my default mail service when I click on a contact us link
from a website or e-mail addresses listed on websites? How can I do this?

Open IE7: Tools | Internet Options | Programs tab > Email (set it there)

Sorry to be so dense, but under the program tabs, there is no email option.
The Options are 1) Default web browser, 2) Manage add-ons, 3) HTML editing
and 4) Internet programs. I selected Inernet progams and hit "Set programs".
From the next screen, I selected "set program access and computer defaults".
I select custom configuration and it shows that the default e-mail program
is "Use my current e-mail program".

I've also selected the "Associate a file type or protocol with a program"
option. On the next screen, I've selected the MAIL TO option under Name and
hit "change program". The only option shown is Windows Mail. How do I get
it to find my Outlook e-mail?

And is your default email client set to Outlook?
BTW...what email client does open when you click on a mail link on a
website? It should open whatever your default client is.
