What do you mean by 'it doesn't fit'? From the envelope/label
dialog, once you have selected your new label - click the new
document button to give you a table. Format all the cells to have a
border. Print this page on thin plain paper. Hold it over the label
sheet. Note where it doesn't line up and adjust the labels and the
page margins to suit. Note that you may not be able to print the
extreme left and right borders as most printers will not print to
the edge of the page.
Transfer the measurement changes to your custom label settings
and/or remove the borders from the document and save that document
as a template, which you can use with mail merge etc.

that's is what I did first but even with all the correct measurments
it still doesn't 'fit' properly - extremely frustrating.

If you can't find an exact match from the many label layouts
provided, then it's a simple matter with the aid of a ruler to
create your own based on an A4 label type. From the envelope/labels
dialog > options > new label.

That's the 5160/8160 label. (And other numbers as well)
What's wrong with the layout?

I have tried to customise a page of labels (entered all the
correct dimensions) but they are not set out all they should be
in print preview or
when printed. I do not have the serial number of the labels,
there are 3 wide
10 down.
