We can use the border="1" attribute with images that are linked but I do not
think the same can be used with image maps as some areas may be irregular or
circular.
A work-around would be to modify the images to include a very lightly drawn
and barely perceptible 'border' drawn around the areas of the image you
intend to configure as active areas but doing so may compromise the use of
the image to convet meaning.
Many don't like to hear it but the facts are you may have a poor design and
may have to consider a re-design. When we have to resort to monkey business
in the user interface only a monkey will know what we want them to do
