How do I make a search engine for my site?

I just bought FP2003. I cant figure out how to make a search engine to
search through my website, and to allow people to post ads that can be
searched. I want to make a local directory where people in my community can
post ads (for sale), and the ads can be searched by like prices, types, etc.
Any Help would be wonderful.
