How do I link from within a document to another header section?

I am writing a document with a TOC. I need to link to one of the Header
Sections from within the document. How do I do that? For example, I have
define a table of contents with Heading 1, Heading 2, and Heading 3. Within
Heading 3, I want a user to be able to click a link and jump to one of the 12
HEADING 1 sections. How is that done?
