how do i increase mail sending to allow 3MB to send?

I can recieve mail which includes 3mb but when i try to forward that amount
of MB it fails.Can i alter settings somewhere to allow Outlook to send 3MB

No, these limits are controlled by your ISP not by any mail client.
What is the exact error?
