how do I get rid of OE without affecting outlook?

with my DSL sign up kit from Verizon, Outlook Express was included. I use
MSOutlook '03(XP).
I continue to get pop-up windows saying that I have unread email from OE and
that I have reached my memory capacity. Verizon has a "CPskin" that I have to
log into in order to send and receive emails in Outlook.

My question...can I delete OE all together and not have it affect sending
and receiving capabilities in Outlook?

No, Outlook uses pieces of OE for displaying HTML mail, reading newsgroups,
