How do I get my new mail icon (envelope) to show on my screen?

I used to have an envelope at the bottom of my screen (even when I wasn't in
outlook) that would show when I got new mail. I have no idea where it went or
how to get it back. (I am IT challenged)

Depends what version your using. If you have 2003. Its
Tools>Options>Preferences>Email options>Advanced email options. Check "Show
an envelope icon in the notifictaion area"
Hope that helped.

The envelope icon presented by Outlook in the system notification area (aka
tray area) is put there by Outlook. If Outlook is not running then
obviously it can't do anything, including putting an icon in the tray area.
You'll have to install whatever was the 3rd party mail monitor that you had
installed before.
