How do I enable the Recently Used File List? Mine is disabled.

After a hard drive wipe out and a complete reinstall the Recently Used File
List check box in "Tools > Options > General" is disabled. i.e. I can't
check it. How can I enable it again?

This usually results from having used TweakUI to suppress the MRU list on
the Start menu.
