How Do I Disable The IE6 "Information Bar" Temporarily?

I want to deactivate the IE browser "Information Bar" temporarily, but I
have not found out how to shut it off. I want to work on my website HTML
pages without interruption. The instructions below are given by the
Microsoft Information Bar Help file, but do not stop it from being active on
my computer offline. (This came with my WinXP OS with update).

"DESCRIBES INFORMATION BAR ACTION WHEN OPENING AN HTML FILE
'I. This message appears when a Web site tries to access an ActiveX control
on your computer without your permission. Internet Explorer will block this
action. To avoid possible damage to your computer, you should not try to
work around this.
"'To help protect your security, Internet Explorer has restricted this
file from showing active content that could access your computer. Click
here for options...

TURNING INFORMATION BAR OFF
To turn off Information Bar messages about blocked pop-up windows
1.Open Internet Explorer.
2.On the Tools menu, point to Pop-up Blocker, and then click Pop-up
Blocker Settings.
3.Clear the Show Information Bar when a pop-up is blocked check box.'"
