how do i delete old docs and settings folder?

Ok hi,
When I try to defrag it finishes at about 33% and shows me the files that
can't be moved one file that 4 gb large is in a old doc and settings folder,
when i reinstalled windows i didnt format ( i no big mistake) so anyways when
i open the folder nothings in it. But defrag says sumthing is. When i try to
delete it it won't let me. so ya how do i delete it.

also how come it doesnt finish at 100%? and last one, can i delete files
that can't be fragmented? say
"C:\RECYCLER\S-1-5-21-2704883870-4088190255-1608279117-1007\Dc29.rar"

I would surly empty my temporary internet files before i defrag.
