How do I create logo stationery in MS Word 2003?

I am trying to create a logo stationery from Word but I cannot find any
instructions. I have watermarked one page with a large logo in the center
and it looks great, but i need to make a booklet that will have two smaller
logos on each page. I can't seem to figure out how to save it as a template
and keep the logos in the background and not be moveable. I have moved them
to the back behind text, but when I open the template, the logos are still
able to be moved. Am I asking too much? CJ

If you're making a booklet and using "Book fold," the watermark should be
displayed on each page. If it is a true watermark (anchored to the page
header), it should be accessible only from the Header view.
