How do I create email templates in Outlook?

I have tried to follow the steps in the MS Help for creating email templates
however 'Outlook Template' does not appear in the list under 'Save as type'
(Step 7?).

You will need to turn off Word as your email editor (Tools | Options | Mail Format) before you will be able to create and save an item as an ..oft template file.

Wow, thats not very good... In Mozilla Thunderbird you can create an email
the way you like it, click save as> template and it goes into a "templates"
folder in your email folders plane. Then when you want to use your template
you just click on the folder, select your template and you are on your way.
This clunky method in Outlook is very inconvenient and counterproductive to
the whole point of using templates. Any chance this will be corrected???
