How do I create a lookup wizard that prevents unlisted entries?

I can create a look up wizard ( drop down list). But I noticed on a datasheet
or on a form, users can type in values that were not provided in the dropdown
list. Is it possible to create a lookup wizards that will require a user to
choose from the entries provided only? If so, how?
