How do I create a Dynamic Web Site, with a main template page?

I'm tryng to create a webpage with a main header (and navigation buttons),
and right column that features New products and such. I'm told that if I make
the page "dynamic" then I can have that top header and right column in a sort
of "template page" so that I only need to edit one page and then it
corresponds to all the other ones that use that template. Is this possible?
And what is the best way of doing it? Really frustrating cause Front Page
doesn't help with trying to learn how to do that.

Sound like you need to look for shopping cart / e-commerce application. The type to look for is one
that meets your needs and is supported by your web host.
