How do I create a certificate (cer)

I am running a home network with two PCs, both running XP
Pro. I would like to use the Encrypting File System
(EFS) to secure the files of the different users. I also
need to add myself as a Data Recovery Agent.

I do not understand how to create a certificate (.cer)
for myself to import into the Public Key Policies (Group
Policies MMC snap-in).

I have managed to create a certificate for my self using
OpenSSL, and have imported this into the Certificate MMC
snap-in. But this does not seem to help.
