How do I change the Theme Horizontal Rule in FP2003 to a graphic?

I am taking a web design class and have an assignment to change the theme of
my web site. I need to change the Horizontal Rule to a graphic. There is no
option for this in FrontPage 2003, which is the required software and the
book is for FrontPage 2002, which says their is such an option. The teacher
thinks I opened the wrong type of file (a page instead of a web), but it
looks like the right kind of file. Please help!

You need to make it in a graphics program or download the graphic, you don't
make in FP.

Themes are different in FP2003 from those in FP2002 that used a graphic for the Horizontal Rule.

It was made by the author of our textbook and downloaded as part of the
class. I didn't make it and only need to add it to the Theme.

But is it possible to make a graphic a Horizontal Rule in a Theme on FP2003?
Because my professor is insisting that it is possible and that I'm doing
somethign wrong and I'm going crazy trying to figure it out.

She's insisting that I opened up a web page instead of a web and that is why
I don't have the Horizontal Rule option in the Themes - Customize - Graphics
menu. Web isn't an option in FP2003 but she doesn't seem to believe me. I
opened up a Web Site and all the other options are identical, just no
Horizontal Rule. I don't want to get marked down a grade because she's
insisting that I'm lying about not having a Web option in the File - New menu
and doesn't want to address my issue with the Horizontal Rule directly.
Any help would be greatly, greatly appreciated.

FP2003 doesn't use graphics for the Horizontal Rule in themes.

It sounds like your professor needs to get up to date.
FP2003 replaced the term "web" with "site", so "Open Web" becomes
"Open Site". You must always open a site before you open a web page,
especially if you are using themes.
FP2003 themes are implemented with CSS, and do not use graphics for
the Horizontal Rule.

If the professor insists on a graphic for the rule, then create one in
a graphics program.
Then, in your web page, in Code View, search for <hr> and replace with
<p align="center"><img src="images/hr.gif" width="600" height="10"
alt=""></p>
where hr.gif is the graphic you created and File->Imported into the
images folder. Adjust the width and height to suit your page.
