How do I change the default directory for saving attachments?

Every time I start Outlook, the first time I save an attachment, it begins at
My Documents. Is there a default attachment save location setting I can
change like with other Office applications? (This is usually accessible via
Tools + Options + File Locations (Word) or + General (Excel)). Thanks.

A five second search in the Microsoft Knowledgebase finds this:

"How to change the folder where e-mail messages and attachments are saved in
Outlook 2003 and in Outlook 2007"

Well, THAT'S annoying considering the time I spent searching for that answer
in both Outlook help AND the knowledge base with no luck, leaving me to write
this question. Thanks for your help!
